In Connecticut the assessment and collection of property taxes are an exclusive function of municipal government. The Assessor’s Office determines the assessed value of all real and personal property located in Weston. The assessed value in Connecticut has been established as 70% of the market value as of a specified date - October 1. The total of all taxable and non-taxable property comprises what is known as the grand list. Property is categorized into three general types - real estate, personal property and registered motor vehicles. For personal property, including registered motor vehicles, values are updated every year as of October 1. For real property, values are updated at least every five years under current law. A revaluation of all real property was completed and implemented by the Town as of October 1, 2013. These valuations remain in effect until the next Town-wide revaluation in 2018, except for changes to properties due to building permits, demolitions and other adjustments, based on the valuation tables established in 2013.
The October 1, 2013 revaluation was completed in January 2014. It is intended to reflect the real estate market values as of 2013. Fifty (50) properties were appealed to the Board of Assessment Appeals and notices were mailed March 21 and 24, 2014. The Board has concluded their duties for this assessment year with regard to real estate appeals. The final assessments, which are 70% of the appraised values, will be used to determine the July 1, 2014-June 30, 2015 tax (mill) rate, and ultimately, the individual tax bills due July 1, 2014 and January 1, 2015.
The Grand List as of October 1, 2013 was filed with the Town Clerk on January 28, 2014. The total taxable Grand List, used to determine the July 1, 2014 tax rate, was $2,329,995,152. The tax rate for the July 2014 – June 2015 fiscal year is now 28.24, an increase of 4.35 from the previous 23.89 tax rate. This equates to $28.24 for every $1,000 of assessment. The tax levy is the amount of money the Town must raise through property taxation after all other revenue sources are estimated. The tax, or mill rate, is determined by dividing the tax levy by the taxable Grand List.
